摘要
政府主导型社会工作NPO是参与灾后重建的新兴力量。政府主导型组织信任降低了灾区介入难度,其双重使命的坚守带来持续动力,软性服务与实体建设结合易发挥高效。然而,为追求更加专业性的社会服务,需要在组织决策机制上突出决策主体的多元参与;在资源整合机制上注重本土资源与外来资源的结合;在信息沟通机制上加强与外部的联系;在激励机制上更多赋予志愿者自主权。
Government-oriented social work NPO is a newly power in the reconstruction after catastrophes.The trust of such government-oriented organization reduces the difficulty of engagement.Its insist of dual tasks makes continuous impulse and connection of soft service,and substantive building is easy to achieve high efficiency.However,to seek for more professional social service,it is necessary to distinguish plural participation of determining subjects in mechanism of organization determination; to link local resources and outside ones in mechanism of resource integration;to strengthen relation outside in information communication;to entitle more independence to volunteers in incentive mechanism.
