摘要
研究目的:高速铁路的运输成本除了能以货币形式直接表现的经营支出外,还包括因高速铁路运行所带来的噪音影响、环境污染等不能通过货币来计量的隐形外部资源。文章旨在借鉴生命周期理论的思想,通过对高速铁路运输成本项目的分析,构建高速铁路综合成本分析框架。研究结论:通过对京沪高速铁路2015年运输综合成本的实证研究,发现在高速铁路运输综合成本中,外部成本占有相当重要的比例。因此要加强对交通基础设施项目的成本计量研究,尤其要充分重视运输业中的隐形外部成本,深入研究高速铁路运输综合成本的测算方法,准确地归集和计算高速铁路的成本项目,为高速铁路经营决策提供主要依据。
Research purposes: The comprehensive cost of transportation for high - speed railway does include the external cost, such as noise and air pollutions caused by high -speed railway, except the internal cost measured by money. With the life cycle theory, this paper intends to work out a framework for calculation of comprehensive cost of high - speed railway.
Research conclusions :The predication of the comprehensive cost of Beijing- Shanghai High- speed Railway of 2015 shows the external cost possesses a big proportion of total comprehensive cost of the high - speed railway so it is necessary to do the study on calculation of the cost of traffic infrastructure, especially the calculation of external cost. This paper offers the calculation method of the comprehensive cost of high - speed railway including the cost items.
