摘要
在公益性和预防保健为主的社区卫生服务体系里,目前最值得尝试的方式就是需要政府跨越层级繁长的委托代理链,直接为各利益体中的弱势者提供需要在"收支两条线"运行机制下的社区卫生服务,断绝利益相关者利益博奕中的趋利行为。
In the community health service system, public welfare as well as prevention and promotion service are two key issues need great concerning. Most valuable approach is the government across different levels entrust system, directly provide community health care to the vulnerable population under the operational mechanism of ＂revenue and expenditure separate management＂, for the purpose to cut down their beneficial behavior among the stakeholders.
