摘要
在国际关系学科中,知识积累离不开价值支撑,也不可缺少道德关怀。本文通过对政治思想史中审慎原则的挖掘,首先提出了这一原则在国际政治中的核心内涵,即适度、理性和节制。审慎原则的理论启示在于:国际政治也是一个复杂性占主导地位的学科,审慎原则是国家的最高道德,政治家的责任在于维护国家的安全和民众的福祉。对审慎原则的探讨既有助于国际关系学科的理论化,也有利于一国更好地追求国家利益。
In the studies of international relations,the accumulation of knowledge needs values and morals to support.In this article,we rediscover the principle of prudence from the history of political thoughts.Firstly,we find that the principle of prudence has three core components,which are moderation,reason and temperance.Secondly,the principle of prudence enlightens us with three theoretical revelations: the discipline of International Relations is also dominated by complexity;the principle of prudence is the state's highest moral;and the responsibility of statesman is to ensure state security and maintain the welfare of his people.Finally,this article discusses the practical guideline of prudence.We hold that the rediscovery of principle of prudence has great implications.Theoretically,it will help enhance the theorization of the International Relations subject;practically,it will benefit a nation in its better pursuit of national interests.
