摘要
科学数据共享受到国际组织和国家政府两个层面的高度重视,国际组织以共享原则为基础构建国际交流合作的平台,国家政府部门则通过完善系统的政策法规体系保障国内共享活动的有序开展。通过研究CODATA、OECD两个国际组织共享原则的内容、特点、应用以及美国共享政策法规体系的构成及特点,为我国更好地开展科学数据共享活动提供参考。
Both international organizations and national governments attach great importance to scientific data sharing. The international organizations guide their members＇ data sharing activities with shared principles, the government departments use policies, laws and regulations as unified data sharing basis. Taking CODATA, OECD and the USA government for examples, the authors analyze the effects of such principles and policies in order to draw conclusions that can be useful to China＇s scientific data sharing project.
