摘要
中国生态补偿机制的建立与国家制度建设密切相关。通过对中国生态补偿机制目前实施情况的阐述,从产权结构状况、政策法律背景、公民的参与程度三个方面探讨了中国现阶段进一步完善生态补偿机制的可行性问题,提出在现有体制下应充分根据环境资源产品的客观特征划分环境资源产权、考虑法律政策设计中的适用性问题以及吸纳相关利益主体参与生态补偿机制的建立与实施,同时充分发挥市场机制的重要作用。
