摘要
到2010年西安市万元生产总值（GDP）综合能耗要比2005年降低25％，主要污染物化学需氧量（COD）和二氧化硫（SO2）排放总量要比2005年分别削减14％和27％，这是“十一五”期间西安市经济社会发展的约束性指标，是市委、市政府向全市人民做出的庄严承诺。节能减排是一个硬指标，完成的难度较大，本文从完成节能减排任务，必须重点解决三个问题，抓好三个层面和落实三项措施，提出了实现节能减排目标的方法，以促进西安市实现经济社会的科学发展和又好又快的发展。
The Xi＇an ten thousand Yuan total output value （GDP） synthesis energy consumption must reduce 25 % to 2010 compared to 2005, main pollutant chemical oxygen demand （COD） and the sulphur dioxide （SO2） emissions total quantity must reduce 14% separately compared to 2005 and 27 %, this is the bounded target which ＂25＂ the period Xi＇an economic society develops,is the municipal party committee, the municipal government the dignified pledge which makes to the whole city people. The energy conservation reduces the platoon is an absolute requirement, completes the difficulty is big,this article from completes the energy conservation to reduce a row of duty,must key solve three problems, pays special attention to three stratification planes and carries out three measures,proposed the realization energy conservation reduces a row of goal the method,promotes Xi＇an to realize the economic society science development and also to be good the quick development.
