摘要
远程教育是社会事业,属于社会建设的范畴,因此,远程教育的规模与效益分析不能单纯地运用经济学原理,更不能照搬企业的投入-产出分析方法。远程教育发展模式的特征,决定了其规模与效益的不确定性,规模与效益的研究必须注重对影响因素的分析。基于规模与效益的不确定性,应当确立两者相对平衡的现实目标,只有在两者相对平衡的状态下,规模与效益的分析才具有现实的意义,也才能形成有效的提高规模与效益的策略。
As an important component of national education, the key objective for distance education is to realize sustainable development. An appropriate approach to the relationship between scale and efficiency would be one of the keys to achieve such sustainable development. Now that distance education is still at its developmental stage, the relationship between scale and efficiency is an issue which needs exploring. The development patterns of distance education determine the uncertainty of its scale and efficiency. Hence, analysis of its scale and efficiency can not be solely made in economic principles or cost-production methods in enterprises. The analysis must include all influencing factors. Balanced targets should be set up in terms of both scale and efficiency so that the analysis of scale and efficiency can exert realistic significance.
