摘要
目前我国许多乡镇(包括发达地区的某些乡镇)债台高筑,财政压力越来越大,财政赤字和负债令人惊异,日常工作的运转几乎难以维继,经济和社会各项事业的发展处于停滞半停滞状态,政权建设面临严峻挑战,严重阻碍了新农村建设和全面建设农村小康社会的进程。走出乡镇财政困境,巩固乡镇政权和加快农村发展,是解决好农业、农村、农民问题的应有之义。乡镇财政与政权建设中所存在的困难和问题,是前进中的困难、发展中的问题。从根本上讲,解决问题要靠经济发展,同时要实行综合治理。
At present in China, many towns and townships （including those in certain developed areas ） are heavily in debt;the financial pressure is getting bigger and bigger; the financial deficit and debt are shocking; me routine work operation can hardly be maintained, the development of every economic and the social enterprise is at stagnation or half stationary state;the construction of political power is faced with the serious challenge. All the above problems have seriously hindered the course of new socialist countryside construction and the comprehensive construction of a well-off society in rural areas. Going out of the township financial difficulties, consolidating the grass roots regime and accelerating rural development are under the meaning of the resolution of agriculture, rural areas and farmers. The difficulties and problems among towns and townships＇finance and regime construction are difficulties in advancement and problems in development. Fundamentally speaking, the solution lies in the economic development as well as the comprehensive management.
