科学研究的数据因其对科技创新和社会发展的重要作用,已经被越来越多的国家提高到战略资源的地位上来。科学研究数据的共享是促进科学研究数据效益最大化的重要途径和社会可持续发展的重要保障。有效、健康运行的数据共享保障体系对于共享的实现具有重要的推动作用,包括宏观层面的政策法规、法律体系,还有微观层面的人员素质、技术手段、利益驱动等因素都是科学研究数据共享的重要保障,更全面的、更完备的科学研究数据共享保障体系对于增强国家和全世界的科技创新和科技发展能力都至关重要。
Scientific data sharing is very critical to the development of science and technology , as well as the innovative ability of a country or the whole world. Many countries have taken on scientific data as the very important strategic resources. The paper analyzes the main guarantee factors to ensure scientific data sharing including technology, law system , benefit motivation and high - quality staff and so forth. These factors respectively assure data - sharing to realize. They construct the security system wholly and make the security system improve data - sharing healthy operation and sustainable development.
