摘要
"区域"一般都会倾向于发展而忽略保护,而忽略保护的一个原因是区域对生态环境造成的损害往往是外部性的,即作用于其他区域。如果没有区域间的生态补偿,任何区域都不会自觉地进行保护而自己承担保护的成本。但是实现区域之间的补偿还会遇到区域制度的障碍,笔者讨论了障碍因素。要实现区域之间的补偿需通过区域外部作用的研究搞清区域的责任。区域外部作用受生态服务和环境影响。区域外部作用是通过大气、水来传递的,而大气承载的外部作用一般都成为公共物品,不会发生责任和补偿关系,因此笔者重点讨论了水———流域上的生态补偿机制,提出了区域之间的谈判条件、谈判机制和多种补偿形式。
