摘要
建设两型社会是国民经济与社会发展中长期规划的一项战略任务,是现实的要求和发展的必然。法制建设是两型社会成功的保证,而立法是法制建设中首要解决的问题,为此我们应重新审视我国环境法的立法现状,并对环境法中有悖于两型社会的地方进行必要的修改与完善。
To build a Resource-Efficient and Environment-Frlendly society is a strategic task of long-term planning for the national economic and social development, that is requirements of the reality and the necessity of development. Starting with the legal system is a successful guarantee of building two types of society and the legislation is the primary problem to solve in building this system, so we should re-examine the legislative status of our country＇s environmental law and change or improve .some improper aspects of building the two types of society.
