摘要
预警管理是对管理活动中出现的管理失误加以预警和防范的活动。近年来,伴随着SARS、技术性贸易壁垒等事件的出现,科技管理失灵现象增多,人们对科技管理的反思与关注达到一个新的高度,将预警管理纳入到科技管理视野已经成为科技管理理论和实践的重要趋势之一。通过对科技预警相关案例的研究,试图阐述科技预警管理的特点和内涵及其对我国科技管理的重要意义。
Forewarning management is an activity to take precautions against the fault in management activity. In recent years, appearance of incident such as SARS, TBT etc., and the increasing of malfunction in science and technology management, people reach a new height to introspect and concern of science and technology management. So, Bring forewarning into management of science and technology become an important trend. This paper attempt to describe the characteristics, intension and the important meaning of science and technology forewarning management.
