摘要
按照土地利用总体规划实施评价的需求,开发一套基于GIS的土地利用总体规划实施评价决策支持系统(简称CLUPIEDSS)。根据系统目标,将GIS与DSS技术结合,进行系统的结构和功能设计,以MAPGIS 6.7为二次开发平台,以Visual C++6.0为开发工具进行系统开发。研究结果表明,开发的系统包括数据库、模型库、方法库、知识库、用户界面5个部分,实现了数据管理、辅助评价、空间数据处理等功能;该系统既有规划实施评价模型,又有GIS空间数据处理能力;将其应用于贵州省黔西县土地利用总体规划实施评价工作中,评价结果符合实际,对该县的土地利用总体规划修编具有重要的参考价值。为土地利用总体规划实施评价提供了一套基于GIS的科学化、程序化、定量化的手段和方法。
The comprehensive land use planning implementation evaluation decision support system was established by combining GIS with DSS technology and developed by Visual C＋＋6.0 on the second development platform of MAPGIS Professional 6.7.The results show that the system includes database,model base,method base,knowledge base and man-machine interface,which can realize the function of data management,assistant evaluation,spatial data processing,and so on,and the result of comprehensive land use planning implementation evaluation in Qianxi county evaluated by the system with the planning implementation evaluation model and spatial data processing capability of GIS accords with the actual situation,which can provide the important reference for the plan revision.Therefore,the system supplies a set of scientific,procedural,quantitative measures and methods based on GIS for comprehensive land use planning implementation evaluation.
