在数字时代信息作为一种最有价值的权利资源,其公平有序流动对于社会发展具有积极意义;信息权利公平是和谐社会发展所追求的基本价值目标之一;建立信息公平制度是实现信息权利的基本保障。
The orderly flow of information in the digital era, which is one of the most valuable right resources, has positive significance in the development of the society. Fair share of information is one of the fundamental values one needs to pursue in order to develop a harmonious society. The establishment of regulation on the fair share information system is the basic warranty for information right.
