摘要
推进地方政府改革是我国深化行政体制改革的当务之急。因此,系统总结国内外相关实践的经验与教训,探讨转型期我国地方政府改革的系统方案,已成为当前公共管理研究的紧迫课题。为此,必须建构一个较为系统的研究框架,了解研究状况,确立研究主题,明确研究目标,探讨研究方法,通过理论探索、实证分析和对策研究,形成较为系统的地方政府改革与治理理论,并提出一个切实可行的改革方案。
Promoting reforms of local governments is an imperative in the current campaign of deepening China＇s reform of administrative systems. Therefore, an urgent task for Chinese researchers on public administration is to summarize related experiences and lessons at home and abroad and then explore a systematic approach to reforming local governments in China in the present period of transformation. It follows that it is imperative to construct a systematic framework for such research, gain a dear understanding of the status quo in this field of research so as to identify research questions and objectives, tackle methodologicol issues, and formulate a systematic theory for the reform and governance of local governments as well as bringing forth a feasible propesal by carrying out theoretical explorations, empirical studies and researches focused on seeking solutions.
