摘要
医疗安全指的是病人在医疗过程中不发生允许范围以外的心理、机体结构或功能上的障碍、缺陷或死亡。医疗安全是一切医疗活动的基本要求和准则。病人安全文化是指医疗机构为实现病人安全而形成的员工共同的态度、信念、价值观及行为方式。病人安全文化是医疗安全的思想基础、行动依据和内在动力。作者从文化、技术、制度和监管4个层面深入分析医疗安全隐患的成因,提出病人安全文化建设势在必行。强调从领导者重视和亲身参与,坚持以病人为中心的服务宗旨,坚决落实各项安全措施、正确对待和处理医疗安全不良事件4个方面,构筑医疗安全的牢固防线。
Medical Service Safety means no psychological, physical or functional disorder, defect or death beyond the allowable limits happened to the patient in the course of medical service. Medical service safety is the fundamental requirements and principle of all medical activi- ties. Patient safety culture is the common attitude, belief, values and mode of behavior formed in the medical service institutions in order to realize patient safety. Patient safety culture pro- vides the ideological basis, action foundation and internal motivation for medical service safety. The author deeply analyses the causes of medical safety risks from the aspects of culture, tech- nology, system and monitoring and concludes that it is imperative to build patient safety cul- ture. Emphasis must be placed on the following 4 aspects in order to build a solid line of defence for medical service safety, i. e. great importance being attached and personal involvement by leaders; sticking to the patient-focused serving purpose; resolutely implementing various safety measures; properly addressing and handling negative incidents of medical service safety.
