摘要
上网电量及电价模式设计是:BOT电源项目合同谈判过程中最重要、最核心的组成部分之一的购电协议的核心内容,将直接决定投资者在特许期内的收益和利润。提出了东道国政府承诺电源年最低利用小时数(年最低净输出电量)、BOT项目公司按照单一制电量电价"照付不议"模式收费的机制设计,以期能为我国电力集团公司在海外进行BOT电源项目投资提供一定的借鉴。
Power Purchase Agreement （PPA） is the most important document of BOT project of electric power facility and determination of electricity quanity and tariff model is the kernal part of PPA, because revenue of BOT company in concession period is decided by electricity quantity and tariff model directly. This paper presents a model mechanism design of taking the form of ＂take or pay＂ agreement and one-part electrity tariff model, which can supply a theoretical reference for ensureing future investment revenue of abroad of electric power facility by way of BOT.
