摘要
作者认为，城市规划的作用，只有通过对它的实施作一番调查研究，在认识上有所突破，真正理解城市规划的内涵和本质意义，我国的城市规划才能有较大发展。文章通过对上海市城市规划体制和实践的考察，揭示了城市规划在建设发展过程中只起到部分的作用，其原因是多方面的，而调查分析也是初步的，仅可作为城市规划体系演进和改革的依据之一。
Based on the researches of urban planning system arid planning practices in shanghai, this paper expounds that urban planning has just a part of fuizctions vhich has effects in developing process of urban construction. Some more detalis of study on this topic are illustrated in this paper.
