摘要
反思了市场经济转型后控制性详细规划编制及执行过程中面临的问题,提出了城市快速发展变化阶段的刚性弹性适度的控规改革思路,结合南京城市发展的实际和规划实践,探索了以“6211”为刚性控制核心的改革思路和办法,既利操作、又便管理,还同规划公开化和规划法制化要求相契合,并将这一套思路、办法和规则用GIS手段纳入城市规划智能化管理系统。
This paper examines the problems in the formulation and implementation of regulatory detailed planning in the transition of market economy. It presents to reform the current regulatory detailed planning with the balance of rigidity and flexibility in the rapid urban development. Combining with the development and planning of Nanjing, it brings out the concept of appropriately compulsory contents in the perspective of operation which is in accordance with the requirements of open planning and law-based planning, and it is integrated into the urban planning intelligentized administration system by GIS.
