摘要
在介绍全球公共品的基础上,提出并界定了林业全球公共品的概念。分析了林业全球公共品的特点、林业全球公共品的供给条件,提出了我国对林业全球公共品的供给原则。指出林业全球公共品是在林业生产活动中,为协调、分担国际分工利益而产生的国际组织以及相应的条约、协定、准则。虽然也存在“免费搭车”问题,但出于自身利益的考虑,各个国家有动力加入改善生态环境的集体行动。我国应本着维护主权、有所作为、利益责任均衡的原则,积极参与林业全球公共品的提供。
The article which is based upon the introduction of Global Public Goods in Forestry put forward and defined the concept of Global Public Goods in Forestry. The article brought forward the supplying principle of Global Public Goods in our country after analyzing the characteristic and the supplying condition of Global Public Goods in Forestry. Pointing out that Global Public Goods in Forestry is an international organization as well as corresponding treaty, agreement and international law used to harmonize and share in the benefit of international labor division. Though there is the problem of ＂hitchhikes ＂, each country who originates from self - interest has the driving force to join the collective action of improving the ecological environment. Our country should take active part in the supply of Global Public Goods in Forestry according to the principle of defending our sovereign right, taking some actions and balancing the benefit and responsibility.
