摘要
财政风险关系到一国国民经济运行和社会稳定,因而是各国政府都十分敏感的问题。本文从财政风险的内涵入手,系统地概括了财政风险的定义,并且对财政风险的类型进行了分类,分析了我国财政是否存在风险这一问题。文章总结了现有文献度量财政风险大小的思路,在此基础上梳理了构建财政风险预警系统的方法。
The fiscal risk, which relates to a country national economy movement and the social stability, is a sensitive question for all the countries. This article summarized the fiscal risk definition systematically from connotation of the fiscal risk, and has carried on the classification of the fiscal risk type. Regarding whether our country has fiscal risk, the article summarized the existing literature of measuring fiscal risk＇s size. Furthermore, it has reorganized methods on the early-warning system of fiscal risk.
