摘要
发展农业保险是一项艰难的系统工程,我国农业保险的发展目前正处在积极的探索和试点过程中。农业保险的持续和高效发展,需要满足一系列的条件和因素,需要提供合理的环境与平台,必须着力解决一系列影响农业保险发展的关键问题和矛盾,处理好十个方面的关系,这些问题包括对农业保险的认识和定位、农业保险发展的方向和机制、农业保险发展的重点、难点和关键等问题。系统研究和解决这些矛盾与问题,才有助于农业保险试点的持续推进并不断扩大,使农业保险得到稳健发展。
Developing agricultural insurance is an arduous systematic task. China＇s agricultural insurance is at an experimental stage. Its consistent and efficient development requires a series of conditions and factors with a rational environment and platform. Moreover, a series of major issues and contradiction affecting its development should be solved and 10 relations should be properly handled. These issues include the perception on agricultural insurance, its positioning, direction and mechanism of development, the focus, difficulties and key issues of development, etc. Systematic study and solving of these contradictions and issues is conducive to further promotion of the pilot programs and steady development of agricultural insurance.
