摘要
从结构和文化的取向分析了NEET的形成过程，并提供日本学校为本的生涯辅导和体验式生涯辅导两种模式，指出生涯辅导是个人、家庭、学校、社会的系统工程。
The paper analyses forming process of NEET from the structural and the cultural orientation, and provides two kind of patterns：School- based counsels in Japan and the experience type profession, points out profession counselling is the individual,the family,the school and society＇s system engineering.
