摘要
分析了我国的建筑安全现状,提出加强工程保险的必要性。通过“建筑施工单位与保险公司是否投保与承保”的博弈模型的分析,得出结论:有必要实施强制性保险。通过“保险公司是否介入施工安全管理”的博弈模型的分析,得出保险公司介入施工安全管理是实现安全生产控制的一个有效手段。最后就工程保险的有效实施提出相关建议。
The paper is aimed to present the authors＇ new idea or suggestion on the strengthening the construction safety insurance through joint involvement both of insurance contractors. First of all, we have analyzed the current construction safety insurance situation in our country by pointing out the importance of the construction insurance and the very unhappy situations in this way for the time being, Compared with the developed countries, the so-called project insurance has been developing rather slowly in China. Though some kinds of project insurance have been carried out in recent years, it remains voluntary in nature instead of being compulsory or mandatory for the construction enterprises, Therefore, few consiruction enterprises are willingly to spend large sums of money purchasing it. On the other hand, the project insurance companies arc either short of hands highly expert at publicizing the insurance work or short of the up-to-date project insurance construction technology, which has naturally resulted in insufficient attention to be paid by the construction enterprises. To change the unhappy situation, the present paper has brought about a new idea or a pattern of relation to resort to the game theory and process between the project insurance contractor and the insurance company. According to the first game model, the contractor will not purchase the project insurance without the mandatory demands of the State. And even if the contractor is willing to purchase it, the insurance company won＇t be accept it, most probably for the sake of saving trouble. And then by the second game model, if it is mandatory for the contractor to purchase the insurance, the financial risk will be shifted to the insurance company. And the insurance company will pay attention to construction safety management under the condition of financial risk. So, it is an effective means of production safety control that the insurance company is involved in construction safety managemerit.
