摘要
为进一步加快农村水利建设步伐,提高农业综合生产能力,建设社会主义新农村,国家加大了公共财政对农村水利的支持力度。通过对农村水利建设形势和公共财政的分析,提出要按照科学发展观的要求,坚持统筹城乡的发展战略,整合各项农村水利建设资金,以政府安排补助资金为引导,以农民自愿出资出劳为主体,以农村水利建设规划为依据,以加强组织动员为纽带,以深化农村水利管理体制改革为动力,逐步建立起保障农村水利建设健康发展的长效机制。
The Chinese Government increase public finance for supporting the construction of structures of irrigation, drainage and rural water supply, so as to speed up the process of water development in rural areas, enhance agricultural production capacity and build new socialist countryside. Based on the analysis of water development in rural areas and financial capacity of the government, it is proposed to combine construction funds for rural water development and arrange subsidy by the government together with farmer＇s contribution of funds or labor. Driving by the reform of water management system and following the water construction plan, a long-term mechanism for ensuring a healthy development of water in rural areas shall be established gradually.
