摘要 清洁发展机制(CDM)为中国提供了一个与发达国家在林业上进行合作的途径。本文对中国林业参与CDM国际合作的现状进行了分析,认为与其他发展中国家相比中国林业对于CDM碳汇交易项目参与不够充分,是林业碳汇项目本身的特殊性与国内政策环境不利因素共同作用的结果。据此提出了建立碳汇交易服务支撑体系、指导林业企业合理选择项目、以财政转移支付等手段消除一部分林业的社会成本及改善投资环境等政策建议。 Clean Development Mechanism (CDM) provides a cooperating method between China and developed countries in forestry. This paper analyses the situation which Chinese forestry takes part in the CDM international cooperation, considered that compared China with other developing countries, China forestry have not efficiently participate in the CDM Carbon trade international cooperation, it is the result of forestry Carbon trade projects particularity and disadvantageous domestic policy environment. So hereby gives rela- tive solutions and policy suggestion such as establish Carbon trade service support system, provide policy guidance to forestry enterprises choose reasonable projects, depend on financial transfer payment eliminate a part of forestry social cost and improve investment condition.
