摘要
终端水价即用水户应承担的目标价格,是由水资源边际成本所决定的价格形式。实施终端水价的难点体现在管理技术、水利工程基础设施、水资源特性三个方面。提出了终端水价的实施对策和政策思路,并从实际运行终端水价的角度,提出了具体的方法和措施。
End water tariff means targeted price that should be beared by water users, which is a price type that determined by the marginal cost of water resources. The difficulties of enforcing end water tariff includes three respects, namely management technologies, basic water infrastructures and special character of water resources. Measures and policy of enforcing end water tariff are given, as well as specific methods and measures from the angle of real operation of end water tariff.
