摘要
将中国教育发展的问题归结为教育市场化改革是当前较为普遍的看法,但这显然忽视了中国教育发展中的行政化制约和财力约束。中国教育的核心问题在于行政化制约对市场作用的扭曲。正是教育体制运转的行政化,导致了市场化改革的软约束和无效率,而市场化改革的失效又进一步导致行政管制的强化,从而进一步增强了教育体系的行政制约。在国家财力有限的情况下,这种循环衍生出中国教育体制改革独有的“二元化”困境。要走出这一困境,就必须以克服教育行政化倾向为起点,通过成本分担机制、分配享用机制、组织管理机制、投向使用机制四个领域的综合改革,完善中国教育的内外部治理结构。
Ascribing the problems during the course of education development to the marketing-oriented reform is prevalent in china, but it ignores the negative effects of administrative and financial restriction obviously. Based on the embedded analysis on the four prominent puzzles in Chinese education development, this paper thinks that the kernel problem is the distortion of the market operation inflicted by the administrative restriction. It's just the administrating system that induced the soft-restriction and inefficiency of market-oriented reform, and the invalidation of market-oriented reform led to the consolidation of administrative system and the buildup of administrative restriction inversely; under the limited financial budget, this circulation derived a unique binary plight in Chinese education system reform. To conquer this binary plight, we must begin with eliminating the tendency of administrative education, via the integrative reforms in cost share mechanism, distribution and fruition mechanism, organization and management mechanism, and input and utilization mechanism, consummate the interior and exterior governance structure.
