政策是政府管理社会公共事务的主要方式。在德国特定的社会背景下，职业义务教育政策、职业培训促进政策和中小企业扶持政策对德国职业教育的发展具有促进作用。
Policy is the main way that the government manages social public affairs. Under the specific social background,the development of German vocational education is inevitably promoted by the policies of compulsory education,policies of promoting vocational training and policies of supporting medium-sized and pint-sized enterprise.
