摘要
文章首先分析了我国现阶段土地利用总体规划与城市总体规划的关系,认为这两项规划是国土规划中互有侧重、互为弥补、不可缺少的专项规划;其次,分析了这两项规划的主要矛盾,认为规划矛盾的主要原因是由于规划编制指导思想与方法不同、规划编制时间的差异及规划编制基础数据的不同造成的;最后,探讨了两项规划协调的原则、步骤和内容,认为规划应主要在人口规模、用地指标、城镇规模、建设工程规划项目及基本农田的划定等方面进行协调。
Firstly, based on the analysis of the relationship of the comprehensive land use plan and the urban comprehensive plan（the two plan for short） in our country currently, this article has pointed out that the two plan is the special plan of the territorial plan absolutely necessarily. The keystone of each plan is different. They are reparative mutually. Secondly, the thesis has analyzed the principal contradictions of the two plan, and pointed out the main reason of the contradictions as follows： the difference on the guiding ideology and the method, the difference on the establishment time of the plan, the difference on basic data. Finally, the paper has discussed the principles, the step and the content of the coordination of the two plan, and put forward that the coordination is focused on the population scale, the use index of land, the city scale, the planned project on the construction, and the delimitation of the basic farmland, etc.
