摘要
为了适应在市场经济转型期出现的公共设施需求多元化、投资建设多渠道化的发展趋势,《深圳市城市规划标准与准则》的修订应制定打破城乡界限的公共设施规划标准;针对“高端”和“低端”设施,建立五级公共设施体系;建立适应现行公共财政体制的公共设施分级体系;坚持设施标准刚性与弹性相结合的原则;强调公益性设施的规划标准。
To meet the needs of development trend of diversified public facilities and multiple channels for investment and construction,the revision of Standards and Guide Lines for Urban Planning of Shenzhen should include the establishment of planning standards for urban public facilities in order to break through the boundary line between urban and rural areas.A five-level system for public facilities should be established for the ＂high-level＂ and ＂low.level＂ facilities.A hierarchy for public facilities adaptable to the public financial system in force should be established.The principle of combining the rigidity with the flexibility of the facility standards should be adhered to.Stress must be laid on the planning standard for commonwealth facilities.
