摘要
在肯定我国农业科研投资重要性的基础之上,从国内外市场导向性的角度分析加入WTO之后,我国农业科研领域公共投资所存在的与市场脱节状况。分析结果表明政府应将农业科研资源在农业内部各部门间进行优化配置,并加强农业领域的科研公共投资对粮食作物私人物质成本的替代,以进一步地提升我国农产品的国际竞争力。
Having realized the importance of the agricultural research, this paper analyzes if the agricultural research is in accordance with the market demand after entering the WTO. It is concluded that, the government should reasonably allocate and optimize the limited resources to several departments of agriculture, shift the way of the agricultural research resources allocation to reduce the producers＇ private costs from simply increasing the total production, thus enhancing the competitiveness of agricultural products.
