摘要
《植物新品种保护条例》颁布与实施对中国种子市场与农民新技术采用的影响引起了学术界的广泛关注。本文采用系统模型研究了新品种保护制度对种子价格与新品种种植面积的影响。研究结果发现,新品种保护显著地提高了种子价格;在新品种保护申请阶段,其对种子价格的影响不显著,但将导致同期品种种植面积减少33%;而在新品种获得保护授权后,将使种子价格提高1.63元/公斤,但对新品种种植面积的影响则不显著。
China passed its plant variety protection act （PVPA） in 1997 and it has effects on Chinese breeds market and new technologies adoption of farmers, which causes extensive concern of the academic circles. We use a system model to study the impact of PVPA on seed prices and planted area for plant variety. We find out that protected varieties have higher prices than unprotected varieties. In the applying stage, PVP doesnt show much impact on seed price, but lead to the 33% decrease of planted area at the same time. After the new species acquires the protection authorization, the seed price will increase to 1.63 yuan/kg,but it doesnt show much impact on planted area.
