摘要
论文提出了可持续发展能力与能力建设的定义与内涵,强调了可持续能力的本质是对于“发展度、协调度、持续度”三者的综合评价。构建了可持续发展能力建设方程,分别从“数量维”“质量维”和“时间维”去对应发展度、协调度和持续度的定量特征和关系识别,由此获得了对于可持续发展能力建设的统计基础。最后总结了中国15年来在可持续能力建设中7个方面的成就。
The paper defines concept and meaning of sustainability based on systems science. The definition of sustainability concentrates on the combination of three elements which are development level, harmony degree, and sustaining ability in a sustainable system. From this the author set up a formula of capacity building of sustainability, The formula consists of 3-D matrix which is ＂quantitative dimension （development）, qualitative dimension （harmony） ,and time dimension （sustain）＂.Using this formula, one can calculate dynamically origin paint, threshold value, and space-time variation of sustainability. From this, the paper set up a statistical basis of sustainability. Finally, the article concludes progress of 7-aspect sustainability in china for recent 15 years.
