摘要
阐述中国的排污收费政策及其演变以及国内外水费中排污费征收状况,指出排污收费的理论基础是环境资源的价值理论和环境外部不经济性,并从经济学的角度,对排污收费制度的排污抑制效应和经济补偿效应分别进行了分析研究。
Policies and evolution of fee charging for sewage drainage in China and their collecting situation at home and abroad are presented.It is indicated that the theoretical basis of fee charge is the value theory of environmental resources and non-economical efficiency of environmental exterior.From the angle of economics,restraint effect and compensation effect for fee charging of sewage drainage are also studied.
