摘要
在总结我国部分省市水利投融资经验的基础上,借鉴美国、日本等国的水利投融资政策和国外典型水利工程的筹资模式,对我国水利投融资模式进行了有益的探索。建议:把握水利筹资的基本原则;尽快完善我国水利投融资环境;通过政府发行国债、水利债券等方式、引导社会资金投向水利建设。
Based on some experiences of investment and financing of water resources in China and in view of relative policies for investment and financing in the USA and Japan,etc.and financing modes of foreign typical water resources projects,some useful exploration is made to the modes of investment and financing of water resources in China.Some suggestions are given: to grasp the fundamental principles of financing for water resources,to improve investment and financing environment of water resources in China as soon as possible,to lead national debt,loans and social funds into water resources industry,etc.
