摘要
缺乏特色和优势、“全、散、小、弱”,是影响我国地方高等院校学报发展壮大的关键问题。多年以来,为了办出刊物特色,一些地方高等院校学报大胆创新,在特色栏目建设的理论和实践上做出了有益的尝试,取得了卓越成绩和丰富的经验。2004年教育部开始实施的《教育部高校哲学社会科学学报名栏建设实施方案》为地方高校解决这一问题带来了新的机遇。地方高等院校学报只有以建设“特色栏目”为追求,通过整合优化学报主办院校的各类学术资源,充分发挥本校的学科优势、历史优势、地域优势,开设有特色、有实力的专栏,增强吸引力和凝聚力,形成学报独特的风格,并在学报的管理和经营方面进行合理的运作和重点投入,从而打造出学术品位一流、特色鲜明的地方高等院校学报,才能在强手如林的学术期刊业竞争中崭露头角,也才能更好地发挥学报在认识世界、传承文明、创新理论、资政育人、服务社会方面的重要作用。
The individuality and characteristic of local university journal is the motive force of raising the overall quality of our university journals. And also it is the fundamental guarantee for the survival and development of university journals. The process of realizing the characteristic local journals is the process that they open, perfect and develop themselves continuously. Facing the new challenges, opportunities and demands for knowledge economy and information ear, the local university journals should be in pursuit of famous journals and columns, consolidate the academic resources of the local university which runs the journal and give free rein to local academic superiority. And the local university journal should give the characteristic columns some rational running and emphatic input, which will raise the quality and level of characteristic columns continuously.
