摘要
实行电子政务就是用信息化的手段办公,可以有效地实现更高效、更廉洁务实的政府监管和服务。电子政务应用系统在国内外大多委托专门的IT企业进行开发即外包。随着我国信息化发展水平的不断提高,电子政务外包市场正逐步形成,同时面临着不少问题和困难。阐述了国内外电子政务外包的发展状况,针对电子政务外包实践,分析了有关模式选择、规范化、安全保密和基于“包留”结合的对策,以推进电子政务的战略实施。
The e-governmental-affairs, i.e. , doing all governmental office work, by taking advantage of IT technology, will make the governmental service more effective, honest and actual. Most of the application systems of e-governmental-affairs are implemented through outsourcing from special IT companies. In China, an outsourcing market is forming step by step for e-governmental-affairs along with the rapid development of IT industry, but it is facing many problems. Analyzing the current situation, the problems, such as mode selection, normalization, security guard and secrecy system of e-governmental-affairs though outsourcing are discussed, with some measures proposed to take for them.
