摘要
环境与发展问题是环境保护中的根本性问题。在世界背景下，中国环境与发展思想经历了从传统发展思想到可持续发展思想的过程，在环保战略上从最初的单纯事后治理转向防治结合，问步发展”和“协调发展”战略，直到最新的可持续发展战略。但中国的经济发展实践则表现出和理论的较大差异。在理论上对“先污染后治理”方式的拒绝以及对发展权力的强调，形成了中国环境与发展思想的特色。
The problem of environment & development is a fundamental one in environmental protection. In the background of the world,the thought of environment & development has gone through a process from traditional development to sustainable development.In line with this,China had cnanged its strategy of environmental protection from passive control and abatement to combining prevention with control and abatement,then'simul-taneous development'and'coordinated development'strategy, and the latest sustainable development strategy. In fact, there are many differences in the practice and the theory of development in China. Refusing the idea of'pollution first,then elimination'and emphasizing the right of economic develcpmenl make up the character of the thought of environment & development in China.
