摘要
对美国不同煤矿企业安全行为的差异及其成因进行分析,结果表明:面对同样的宏观经济和政策环境,不同煤矿企业的工伤率显著不同,煤矿企业管理者的安全意识与安全责任、管理层与矿工关系、教育与培训是造成安全差异的主要原因。结合中国煤矿的特点,应从强化煤矿管理者的安全意识和安全责任、充分发挥工会组织的作用、强化对管理者和矿工的培训、加大对煤矿职业教育的支持力度等微观角度来加强对矿难的治理。
This paper introduces the wide variation existing in the safety experience among coal mines in the United States and the factors that distinguish the safest from the most dangerous mines.The findings show that there are large and persistent differences between the injury rates of coal mines although these mines operate in equal macro economy and policy environment. The most important factors inducing this variation are management's commitment,cooperation between management and labor,and the training of employees and managers.Integrating the concrete distinguishing features of coal mines in China,this paper proposes that the initiatives for Chinese coal mine disaster governance must come from micro level,i.e.strengthening management's safety consciousness and responsibility,exerting labor union's role,and providing better coal vocational education.
