摘要
本文通过比较研究,指出中国目前需要一个类似于韩国农协的组织作为“第二纵队”,以改善国家与农民的关系,并就中央政府如何组建“第二纵队”提出了政策建议。
This paper analyzes the historic transformation of Korea's agricultural cooperatives and it's relevance to China's problem of how to organize its peasants. It argues that a sort of NACF is now needed by China to improve the relation of the state and peasants.And then, some policy recommendations are given out.
