摘要
随着城市医疗卫生体制改革和医院市场化进程的加快,医院实行全成本测算已成必然,护理人员在其中的作用越来越重要.采用成本阶梯法对北京地区7项护理服务项目的实际成本进行了测算,结果显示其与实际收费标准相差4~30倍,劳动力成本几乎为0,护理人员收回费用在医院总收入中比例偏低,护理人员缺编是造成医疗费用增长过快的因素之一.提出应提高护理项目收费标准,增加护士数量,特别是注册护士数量,条件成熟时设立护理保险.
As the reform of city health has acted more and more quickly,the Stated hospital should know the market's rule and program early and use it as early as possible.Nurses have played an important role in economic management and making policy.The author calculated the cost of 7 items nursing service about the Stated hospital in Beijing by an usual cost counting means.From the outcome we can conclude there existed a certain gap from 4 to 30 between the cost and the price.The cost of manpower was nearly regarded as 0.The money which nurses earned was very very lower than other profession earned.It possessed a small number in gross income in the Stated hospital.Lacking nurses is one of fatal factor of which caused the medical fee increase so big and quick.The author pointed out that the price standard which made by the government should be improved,the amount of nurses should be increased,especially RN,the nurse insurance also should be set up in some time.
