摘要
三农问题突出是我国的重要国情。造成我国三农问题突出的根源是人口城市化水平滞后导致的农业劳动力、农村人口过多。因此,解决三农问题的根本途径在三农之外。加快人口城市化进程可以从根本上解决三农问题中的一系列矛盾。人口城市化进程取决于制度安排。因此,三农问题的根本解决,可以而且必须通过采取有效的政策措施推进人口城市化进程来实现。
Of the important national conditions in China ,the problems in agriculture ,rural areas and farmers are prominent. Excess of rural labors and rural population caused by the lag of population urbanization is the root of the problems . Therefore , the fundamental way to solve the problems in agriculture ,rural areas and farmers should be outside of them . Quickening the process of population urbanization can settle a series of the problems in agriculture ,rural areas and farmers . This process depends on the institution . So we must push forward population urbanization by taking efficient measures ,only do so can we completely solve the problems in agriculture ,rural areas and farmers.
