摘要
林权流转为提高林地利用效率，增加森林资源总量，提高森林质量，改善林业经营水平起着非常重要的作用。为更好地引导和规范林权流转，必须在认清当前流转实践和相关法律制度中存在问题的基础上，建立范围合理、主体开放、成价合理、自主自由、监管有力的完善的林权流转法律制度。
A healthy assignment mechanism for forest right plays a significant role in improving the woodland utilization rate, increasing the forest coverage, enhancing the forest quality as well as in improving the forestry management. To better guide and standardize the current robust forest right assignment across the country, it is imperative to, based on a clear knowledge about irregularities in current assignment practices and relevant regulatory loopholes, establish a sound legal regime for forest right assignment which provides reasonable scope, multi-participant allowance, reasonable pricing, flexible and independent practice and effective regulation.
