摘要
提高高校国有资产的使用效率,关键在于实现运营管理体制的转型。体制转型应从产权关系入手,界定高校国有资产的各种产权关系,探索资产的有偿使用、进行校办产业资产的规范剥离、实施后勤服务资产的租赁使用,强化国有资产的监管,建立高校国有资产三级运营管理体系。
The key to increase the using efficiency of the national owned assets is to change the system of running and managing the assets. The reform should start from the relationship of the property right and make separation of the university owned domain. Then we can probe the way of using the property payable and renting the community service assets. It is necessary for us to intensify the supervision on the national owned assets and set up the three classified management system in running the assets of the universities.
