摘要
林业可持续发展的根本问题是投入。市场经济条件下林业投入具有的弱质性主要表现在投资主体单一、投资周期较长、投资效益偏低、投资风险大等方面。因此 ,通过分类采取不同的投入形式、开征森林生态效益受益者税、建立林业投融资机制。
Input is a basic problem in the sustainable development of forestry. The input to forestry is characterized by its weakness in the market oriented economy, i.e. the single main body investment, long term investment period, lower investment benefit and great investment risk, so the main measures for increasing input to forestry are: to use different investment channels, levy a tax on forest ecology benefitors, establish a mechanism and widen channels for forestry investment and funds circulation under the condition of market oriented economy.
