摘要
振兴东北老工业基地的过程,就是从计划经济体制向市场经济体制转轨的过程。在这一过程中,政府职能的转变,起着至关重要的作用。政府的角色应该从过去直接参与微观的经济管理的职能中摆脱出来,放松过多过死的经济性规制,彻底推行行政审批制度改革,使政府从过去的管制型政府、全能型政府向服务型政府和有限政府转变。
To spur the reform of Northeast China,planned economy must be taken placed by market-oriented economy.At the same time,the changing of function of government will play an important role.Government should loosen economical regulation,and it should be built to be a limited and service-oriented government.
