摘要
城市交通管理与城市交通规划和建设同样是中国城市21世纪面临的战略问题。本文首先阐述了新世纪我国城市形态、发展模式的演变,城市规划和交通规划对城市生活方式及出行方式的影响,在此基础上论述了新世纪城市交通管理的特点及面临的机遇和挑战。文章进一步对21世纪城市交通管理、规划和建设的互动关系,交通管理现代化的评价标准等问题进行了剖析,认为通过实施“畅通工程”可以加速管理观念更新、管理模式改革、管理效率提高,在城市社会经济环境的可持续发展中为出行者提供更好的服务。
City traffic management and transportation planning & construction are two strategic problems that Chinese cities are facing in the 21st century. To begin with, this paper involves the evolution of Chinese cities in form and developmental pattern, the influences of city planning and transportation planning upon lifestyle and traveling models, on basis of which there is discussion about the characteristics of city traffic management and the opportunities and challenges confronted by it in the new century. Furthermore, this paper gives a close analysis to the interactive relationships among city traffic management, planning and construction, the estimating criteria of the modernization of traffic management and some other issues. Then it draw an conclusion that the enforcement of 'smooth passing engineering' can speed up the updating of managerial opinions, the reformation of managerial patterns and the efficiency of management, and provide better services for travelers in the sustainable development of city social and economic environments.
