摘要
大学边界是由其内部的交易成本决定的。当边界扩张所导致的边际成本大于边际收益时,扩张便面临极限。我国公立大学的边界扩张基本上是"原版复制型"低层次平面扩张,并因其外部性特征明显,经营者普遍缺乏成本意识。政府与学校的合作一旦偏离国家目标函数,资源配置的低效率就会被无限地宽容。公有产权下特殊的自我借贷关系,在创造大学边界扩张的同时,也创造出大学与市场机制内在联系的断裂。公立大学科学的发展观依赖于政府供给低成本的交易制度。
The university boundary is decided by its intramural dealing cost. When marginal cost brought by boundary outspreading is more than marginal proceeds, the outspreading will be confronted with utmost situation. The boundary outspreading of the Chinese public university mostly are plane outspreading in low level as 'the model of original edition copy', and the most proprietors are lack of the cost consciousness because of its external obvious character. When the cooperation between government and university is departure from the national aim function, the low efficiency of the resource collocating will be boundless tolerated. The special self debit and credit relationship under public property right will create the break of internal connection between university and market mechanism as well as the university boundary outspreading. The scientific development view of public university relies on government supplying low cost dealing system.
